The government has made AI a national priority, investing billions and seeking to make China the world leader in the technology by 2030.

Some fear this AI supremacy could further empower the party-state's mechanisms of surveillance and social control. Advanced AI-powered facial recognition, predictive policing, and autonomous social scoring systems could make it easier for the government to monitor, manipulate and regulate its populace. Reports have already emerged of AI being used to track ethnic minorities, such as the Uyghurs in Xinjiang, and to pre-emptively identify and detain potential dissidents.

Defenders of China's approach argue that robust internet regulation and AI development are essential to maintaining social stability and national security in the digital age. They contend that Western liberal democracies also engage in surveillance and information control, and that China has a sovereign right to manage its online space as it sees fit.

However, critics counter that China's vision of "cybersovereignty" and "social credit" represent a dangerous model of tech-enabled authoritarianism that threatens fundamental human rights. They warn that China's export of this model to other authoritarian regimes, through initiatives like the Belt and Road infrastructure program, could undermine global digital freedoms.

As China continues to flex its technological muscle, the battle over the future of the internet and AI is likely to be one of the defining geopolitical struggles of the 21st century. The outcome will have profound implications for freedom of expression, privacy and the very nature of state-citizen relations worldwide.
